CAW Staff Attends Terrorism Liaison Officer Training

A Terrorism Liaison Officer (TLO) is any peace officer, firefighter, state investigative personnel or anyone working closely within the public safety orhomeland security community, who has been properly certified by the appropriate Regional Terrorism Threat Assessment Center (RTTAC).

The TLO originated in California based on the need for informational conduits within all public safety agencies, including federal, state, local and tribal levels, to share information with a nexus to terrorism. The TLO courses are designed to train personnel to recognize the signs of terrorism and to provide up to date relevant information regarding activities related to terrorism.

“In addition to providing the community with trained personnel to recognize the signs of terrorism, we are also enhancing our organization’s capabilities by utilizing up to date and relevant information for our exercises” Alan Jaeger said.

CAW Led OGP Exercise Series Continues with the Los Angeles County Executive Workshop Meeting

On Thursday, June 24th the Naval Postgraduate School, Center for Asymmetric Warfare provided Subject Matter Experts for the Los Angeles County Executive Workshop Meeting at the County’s Emergency Center. The meeting was the second in a series to continue the exercise and training events leading up to the Functional Exercise for “Operation Golden Phoenix 2010”. In attendance for the combined exercise and training event were 35 key managers and executives fromLos Angeles County.

OGP-10, sponsored by the U.S. Department of Homeland Security (DHS) Science and Technology Directorate, is a training exercise that will explore the emergency response and management following the detonation of an improvised nuclear device in the Los Angeles metropolitan area.

The Center for Asymmetric Warfare’s team was led by Scott Brewer, who is an expert in emergency management. In addition to the NPS team, other experts from the Department of Public Health and DHS ICBRNE team provided presentations with a realistic scenario of what the county would face in the event of a nuclear bomb attack and what tools are available to responders and emergency managers.

Following the expert’s presentations, the participants were asked to discuss and explore a number of “policy level” issue that included responder safety, evacuations, public information and education and future planning needs.

As part of the program, the attendees were introduced to Integrated Chemical, Biological, Radiological, Nuclear and Explosive program (ICBRNE). This technology allows multiple agencies to obtain, view and use real-time data from various sensors deployed in the field. The technology could be used to coordinate evacuations and help first responders work in non-contaminated areas following a terrorist attack.

“This is a low probability, high consequence event,” a top official at the event said. “We would not be doing the right thing for the citizen of Los Angeles County if we didn’t consider all the ramifications and consequences of such an attack and prepare for it.”

Officials were quick to point out that while they are investing a great deal of time and resources in Operation Golden Phoenix, there are no known threats to Californiaor the County of Los Angeles. The attendees recognize the value in training events such as these to keep the department’s communication open and to confirm assets, roles and responsibilities in the event of any disaster.

CAW Hosts Operation Golden Phoenix Tabletop Exercise

On June 9, 2010, The Naval Postgraduate School, (NPS) Center for Asymmetric Warfare (CAW) in conjunction with the Pacific Northwest National Laboratory (PNNL) hosted a Tabletop Exercise as part of “Operation Golden Phoenix” (OGP) 2010 Exercise series. Over 170 participants from 80 agencies participated in this Tabletop Exercise. OGP is a series of training events designed to explore the emergency response and management following the detonation of an improvised nuclear device in the Los Angeles metropolitan area. The exercise program is sponsored by the U.S. Department of Homeland Security (DHS) Science and Technology (S&T) Directorate who’s Program Manager, Theresa Lustig, was in attendance at the event.

The Tabletop Exercise was designed to provide training and facilitated discussion on the types of resources, capabilities and subject matter expertise available at various levels of government and from supporting organizations.

David Lamensdorf, President of Safe Environment Engineering and Ron Kimmelman, IT Manager for CAW teamed up for a demonstration on Interoperability technology that is available as a resource to manage information during a crisis of this magnitude. The Integrated Chemical, Biological, Radiological, Nuclear and Explosives Program, provides an instantaneous way to share and collaborate CBRNE information across region, state, nation or beyond.

The participants were presented with a scenario, which was developed by the CAW team. One of CAW’s responsibilities is to develop realistic and robust scenarios which assisted in driving discussion among participants.

Participants were then divided into breakout groups such as field level, local government, operational and state, federal and military. The breakout session focused on the issues surrounding emergency response and management during the first 12 hours of the incident. As the exercise progressed, the agencies were provided with scenario updates.

The results of the breakout sessions were briefed back in a panel discussion format that included; field level, local government, operational area, state, federal, military and even Public Information Officers (PIO).

The OGP TTX and Training was designed to stimulate planning activities and initiate preparations for the July 28 OGP-10 Functional Exercise. Events in addition to the Functional Exercise include: Los Angeles County Executive Workshop, Communications Exercise and an After Action Conference.

CAW Asks the Question: How Safe are CA Oil Platforms From an Oil Spill?

After the recent oil spill in the Gulf of Mexico, there has been a lot of speculation about whether a similar catastrophe could occur off the coast of California. There are currently 27 offshore oil platforms and 5 oil islands operating off California's coast - much less than in the Gulf of Mexico. However, it only takes one similar failure to create an equally devastating environmental and economic crisis. In an effort to start a dialogue about the safety of California offshore platforms, Brendan Applegate, an Exercise Manager at CAW, spoke with a representative of the Minerals Management Service (MMS), who explained the critical differences.

What he found is that there are several significant differences between BP's Deepwater Horizon platform that exploded and sank in the Gulf of Mexico and what is being used here in California that make it unlikely that such an incident would occur here.

During an Oil Platform Security Exercise conducted by CAW in 2008, platform operators from Venoco and Pacific Energy spoke of a "failsafe" mechanism installed at the bottom of the ocean, below the mudline, that would keep oil leaks similar to the one currently spoiling the Gulf from occurring. The Blowout Prevention Valve (BOP) that failed on the Deepwater Horizon platform is significantly different than the Subsurface Safety Valves in use by the majority of platforms off Califonia's coast. These valves are installed upon completion of drilling and the BOP is used as a temporary failsafe during the drilling process.

Only one platform off the California coast is currently conducting drilling operations and utilizing a BOP device. But even this BOP is different than the one that failed in the Gulf. The Deepwater Horizon Platform in the Gulf was a movable semi-submersible platform that utilized a sea-floor level BOP. All platforms off California are permanent facilities, anchored directly to the seafloor, and operate with a BOP at the platform level, which makes it much easier to access, repair, and control in the event of catastrophic equipment failure.

MMS explained that the drilling climate in California is stricter than in the Gulf of Mexico, due to heightened environmental awareness, anti-drilling sentiment, and the presence of multiple “watch dog” organizations. Equipment off California is held to a stricter standard and tested more frequently than in the Gulf, making an incident similar to the Deepwater Horizon oil spill unlikely.

After the Deepwater Horizon incident, MMS continues to exercise its in-place processes to make sure platform equipment is being maintained and inspected to ensure this will not happen in California or again in the Gulf.

CAW Deploys VoIP System for Coast Guard Sector Los Angeles-Long Beach Training Course

CAW IT Manager, Ron Kimmelmann attended the Advanced Incident Management Team Training Course, which was conducted last week at Fort MacArthur Air Force Base in San Pedro, Calif.

Participants in the course included members of Sector LA/LB, LA City Fire, DEA/DHS, and included Sector Commander CAPT Laferriere and LA Fire Chief Rueda. The course served as a training platform for a Port Security Full-scale Exercise to be conducted this May.

Mr. Kimmelmann deployed the VoIP system, which is an independent communication system using wireless IP phones.

“Exercises require an independent, reliable and robust communication system that simulates local communications, using equipment that is lightweight, portable and durable,” he said. “A controlled closed circuit telephone systems allows for communicating with exercise participants over a secured transmission and is imperative for a successful exercise. “

The VoIP System Offers:

Deputy Director Attended Naval Counter Improvised Explosive Device (CIED) Techincal Forum

Deputy Director at the Center for Asymmetric Warfare (CAW), Joyce Borgen, attended the Naval Counter Improvised Explosive Device (CIED) Technical Forum at the Naval Support Facility (NSF) Indian Head, MD on 24 – 25 March 2010.

The Naval C-IED Technical Forum was primarily attended by analysts and developers throughout the Naval Surface Warfare Center (NSWC) community with the majority of presentations focused on the developments in C-IED technologies. NPS CAW is recognized for expertise in the execution of integrated events that focus on multi-Service and interagency coordination, which complements the Naval Postgraduate School’s on-going research efforts in support of Joint Improvised Explosive Device Defeat Organization (JIEDDO) requirements.

Public Information Officers Meet to Train for Operation Golden Phoenix (OGP)

Local Public Information Officers (PIO) Design Training Team Members discussed the roles the PIOs will be playing in the upcoming Operation Golden Phoenix 2010 (OGP-10) exercises and events at their recent meeting on 6 April.

The meeting included representatives from the Center for Asymmetric Warfare (CAW) who is organizing OGP’s events and exercises and President Dave Lamensdorf of Safe Environment Engineering ICBRNE SME – Department of Homeland Security.

The overall goal of OGP, an Integrated Chemical Biological Radiological Nuclear Explosive Detection System Project, is to strengthen emergency preparedness and response systems using an integrated emergency management approach based on all-hazards emergency management domain.

This program, which will use a weapons of mass destruction scenario as its baseline event, addresses the need to reduce communication gaps between local, state and federal systems. It is an annual large-scale training and demonstration exercise whose purpose is to provide first responders and emergency managers, federal, and military assets an opportunity to validate local, state and federal capabilities.

CAW Attends Job Fair at the 3rd Annual Military Business and Community Expo

On March 25 CAW attended, as an exhibitor, the Job Fair at the 3rd Military Business and Community Expo hosted by the Ventura County Economic Development Association (VCEDA) TRIAD, Regional Defense Partnerships for the 21st Century (RDP-21) and USNL.

According to representatives at the Ventura County Economic Development Association (VCEDA) over 300 people registered for the event.

The event provides information to businesses on how to engage with the military and navigate the contracting process.

This year a job fair was added to the expo and the Naval Base Ventura County Director of Human Resources provided a seminar on, “How to Get a Job on Base”.

“It was an opportunity to engage with over one hundred potential applicants to see if there are candidates that would benefit our organization,” Alan Jaeger, Business Operations Manager at CAW said, “It also gave us the opportunity to engage with the hosts of the conference, whom we recognize as valuable community partners.”

Center for Asymmetric Warfare’s Information Technology manager, Ron Kimmelmann, attended the Corporation of Education Network Initiatives (CENIC) Conference in Monterey, Calif. from March 8 – 11. CENIC designs, implements, and operates CalREN, the California Research and Education Network, a high-bandwidth, high-capacity Internet network.

The purpose of the conference was to discuss and design network architecture between CAW, CENIC and NPS, to meet CENIC leadership and to discuss CAW technology implementation with the Naval Postgraduate School (NPS).

At the conference, Mr. Kimmelmann was able to showcase CAW’s technical accomplishments, future technology execution, current network topology, and IA posture.

He discussed the CAW VoIP Phone System, which utilizes wireless G IP phones and the CAW Net-in-a-Box, which incorporates Hyper-V and VoIP technologies as a field deployable, full featured mobile wireless network.

The desire for the center to operate in its own address place was also discussed. CAW will have the route implemented and will receive its own class C network.

CAW has also been invited to make a technical presentation at next year’s annual CENIC Conference.

On 25 February, CAW team members provided exercise and training support for United

States Army Pacific Command (USARPAC) Defense Coordinating Officer/Element (DCO/DCE) annual Certification Exercise (CERTEX).

CAW produced and delivered a Table Top Exercise (TTX) and a CERTEX focusing on a Category 1 hurricane in Hawaii. CAW was responsible for developing the Master Sequence Events List (MSEL), injects into the exercise and a script for the exercise; as well as managing multiple agencies and partners in the exercise.

Lieutenant Colonel, AV, Erik S. Iwanaga said, “It has truly been a great experience working with CAW, and I am very pleased with the products and dynamics that resulted from CAW’s professionalism.”

Alan Jaeger and Brendan Applegate have recently been attending the 2009 Civil Support Team (CST) Survey Analytical Operations and Western Regional WMD Responders Conference in Anaheim, where the emphasis of the conference is coordinating a response to a Weapons of Mass Destruction Event through a variety of agencies working together in a collaborative effort.With over 10 years of experience in exercise and training, CAW has long promoted this concept.

CAW's recent exercise efforts included Kaimalu 'O Hawaii, (KOH) which included Hawaii, Guam, Alaska, and California CST. The conference is expected to draw over 500 people.

CAW Net-in-a-Box

In designing Table Top Exercises (TTXs), a primary consideration is communication methods between agencies and the white cell. Since the goal of the exercise is to enhance agency preparedness, realism and authenticity are key requirements. Also, since many of the exercises are held in distant and remote locations, equipment mobility must be considered.

The Center of Asymmetric Warfare has developed a network-in-a-box solution, which consists of two communication technologies rolled into one. The first technology is a closed-circuit mobile wireless Voice over Internet Protocol (VoIP) phone system, utilizing off-the-shelf equipment. The system is able to expand or contract to meet the required number of phones. The system is also able to be safely transported in a pelican case. The second technology is a virtual server that has all the functionality of a corporate network integrated into a single computer case. This system also uses off-the-shelf equipment and is easily transportable by pelican case.

By marrying both technologies, CAW has created a completely closed-circuit, mobile, wireless corporate network with voice phone capability. This tool has allowed CAW to deliver a more realistic experience for its clients, one that mimics real world corporate communications options.

CAW Showcases Technology Used to Fight Crime in Salinas

At the recent Center for Asymmetric Warfare Annual Symposium on technology meeting, attendees showcased technology that is being used much closer to home than we would generally think.

The Field Information Support Tool (FIST), which was presented by Capt Carrick Longley, USMC and CW2 Chad Machiela, USA, is currently being used by Salinas officials to help fight gang violence.
According to an article on FoxNews.com, there have been 24 gang-related homicides in Salinas, Calif. – this year alone. That statistic makes the city twice as deadly as Los Angeles.
Officials in Salinas have recently turned to the military to help with the problem. They have contacted the Naval Post Graduate School in Monterey, and are using techniques the military uses overseas to fight gang violence here in California.
The officials are currently using military software that was originally developed to track terrorists to map crimes and link suspects. The FIST provides a solution for collecting geospatial, temporal, and social network data. This information, combined with effective analysis, will provide the decision maker with the critical intelligence needed to combat criminal activities.
The Center for Asymmetric Warfare has a history of providing a test bed for technologies to be tested in exercises around the world. This year CAW sponsored a technology symposium that allowed 8 different technologies to be presented and some of them immediately integrated in order to support homeland security.

DARPA Challenge

CAW continues to integrate technologies into a real-life T&E environment through our exercises. Aptima Inc. (via a DARPA program), in partnership with CAW, is researching first responder’s communication and rapid team building techniques. The program monitored e-mail, chat and telephone.
Controllers and designated responders were outfitted with sensor badges that monitored body movement, location, duration and style (tone of voice), not content. Surveys were completed by participants. CAW and Aptima will analyze the data from the table top and the full scale exercise and will identify organizational structure, map communication paths, observable collaboration and report any notable recommendations by early next year.
Similarly, DARPA recently hosted a $40,000 government proposed challenge to locate 10 weather balloons across secret locations in the U.S. It was won by the Massachusetts Institute of Technology, one of Aptima’s university partners.
The purpose was to use the Internet and social networking sites to discover how the Internet could help with swift problem solving. MIT successfully completed the challenge of finding the balloons spread across nine states, within nine hours.

Jaeger to Represent CAW at Hawaii REMS Conference

In an effort to continue readiness and emergency management in America’s school system, Alan Jaeger will be representing CAW at the West Hawaii Readiness and Emergency Management for Schools Conference (REMS) on 17 November 2009. It is being hosted by the Hawaii State Department of Education, Safety and Security Services Section, and The West Hawaii Career and Technology Education Complex Team.
The conference, which will include a keynote speaker and panel discussion sessions, will be the first of two West Hawaii REMS conferences for the 2009-2010 school year. The outcomes for the event are to understand the importance of involving community partners in school emergency response and crisis management, and to improve the school emergency readiness for the West Hawaii Complex Area.
The Center for Asymmetric Warfare was asked to attend this event because of their expertise on emergency preparation for school emergencies.
In 2009, CAW and Infragard partnered on the School Terrorism and Response exercise (STAR 2009). In the exercise, participants increased their understanding of the potential vulnerabilities and consequences of a terrorist attack on American schools. The STAR exercise was based on a complex scenario involving the hostile takeover of a school including the taking of hostages. The exercise examined how law enforcement personnel, school staff, mental health professionals, emergency managers and other public and private entities can work together to mitigate the consequences of a possible terrorist attack directed at our children.

CAW-1 Fast Patrol Craft

The CAW-1 is an 85’ Guardian Fast Patrol Craft owned by the Center for Asymmetric Warfare. The vessel can travel up to 33 knots and includes excellent sea keeping, spacious accommodations, an exceptionally large unobstructed weather deck, low maintenance, ease of repair, and milspec fire retardant double hulled fiberglass construction. The use of fiberglass sandwich core construction is employed in the manufacturing of the Guardian for increased insulation, sound-deading, vibration dampening, ease of maintenance, and extended service life.
The vessel measures 85’ in length, with a beam of 23’. The draft measures 5’6 and the mast height is 29’. The maximum speed of the vessel is 33 knots, and the patrol speed is 13 knots. The range at 33 knots is 470nm, and the range at 10 knots is 1700 nm. Towing is limited and the endurance of the vessel is 7+ days. It has a low speed troll valve and the propulsion is by 2 MTU World Engines 12V4000 series rated at 2735 hp each. The ship’s service generator’s are (2) 32kw Northern Lights, 120 volt with 208 VAC 3 phase shore power.
The fuel capacity is 3500 gallons and the water capacity is 550 gallons. The watermaker goes through 600 gallons per day, and the air-conditioning is provided by Cruisair.
In addition to space for 4 guests, a normal crew of 4, there is also an on-deck ready storage magazine for ammunition storage.
The CAW-1 also features an Automatic Identification System (AIS) and communications include (2) VHF, HF, SAT-phone. Electronics on the boat include Furuno FR-8111 radar portside, FR-8122 radar starboard side, 4’ array, 20’ off the water, X Band, 10 kw, 72 nm. It also includes Furuno GP-80 GPS, Raychart 435i, Furuno FCV-1100 fathometer, Raytheon loudhailer, and a Nobeltec navigational software.
The conning stations include an enclosed pilothouse with 270 degree visibility and open flybridge with 360 degree visibility. There are two bridge wing controls and internal arrangements include a separate galley and mess, two heads with showers, a two person stateroom, and a six person berthing compartment.
The crane is made by JABCO and can lift up to 930 lbs. while fully extended at 20’4”. Aft cockpit with swim platform allows for launching and recovering equipment off CAW-1 in a manner that requires less time and manpower.
With its speed, global back reach capability, and sophisticated electronics, the CAW-1 is a versatile Command and Communication platform which is ideal for testing new technologies.

Dr. Carol Evans from the Center for Asymmetric Warfare was recently presented with the President’s Award from NASBLA, National Association of State Boating Law Administrators, at their 50th annual conference located in Corpus Christi, Texas on Sept. 26-30, 2009.

The NASBLA President, who is currently Richard Moore, selects certain people to honor for their contributions over the past year at every annual meeting. This year, Dr. Carol Evans was chosen as the recipient of this prestigious award. Evans has been an active participant in NASBLA’s Homeland Security and Emergency Response Committee for the past four years, concentrating on the maritime domain. Her work has created new opportunities and partnerships for NASBLA.

“CAW’s mission of building, coordinating and evaluating national level exercises has been a perfect complement to NASBLA’s innovative work in meeting the All-Hazards response gap, and our two organizations have worked on several joint projects on both the regional and national levels,” Capt. Richard Moore told the Ventura County Star. “Dr. Evans has helped us evaluate our progress and advocate on behalf of our own successes.”

Dr. Evans is the lead for the Center for Asymmetric Warfare’s East Coast operations. She is responsible for developing new programs with the Department of Defense and the Department of Homeland Security. She is also responsible for the coordination and conduct of homeland defense and security exercises in the region, and for CAW’s educational outreach to NGO’s, universities, and think tanks. Dr. Evans has been at the forefront of integrating and developing weapons of mass destruction and counter-terrorist decision support systems for Homeland Security applications. She has helped lead several major Homeland Security exercises and has served with two Directors of Central Intelligence on their Science and Technology Advisory Panel, as member of the Defense Science Board, Office of the Secretary of Defense, and as advisor to the National Ground Intelligence Center, Department of the Army.
